EPPF’s Private Market Innovation: Driving Infrastructure Investment Solutions

EPPF is at the forefront of transforming South Africa’s private market landscape by addressing a significant challenge: the underdeveloped and loosely regulated infrastructure unlisted markets. Recognizing that this market’s current structure creates barriers for smaller pension funds and retail investors, EPPF undertook a comprehensive investigation into alternative solutions aimed at democratizing access to infrastructure investment opportunities.

A key focus of our work has been identifying the potential for listed vehicles to serve as conduits for mobilizing investment into infrastructure projects. While large institutional investors like EPPF have the capacity to access unlisted opportunities, many smaller investors are excluded due to high capital thresholds. By introducing a listed vehicle, we aim to break down these barriers, creating greater accessibility for smaller pension funds and retail investors who often struggle to participate in large infrastructure projects.

Through a rigorous research process, EPPF evaluated the pros, cons, risks, and listing requirements of various listed vehicles. As a result, we identified an optimal vehicle to bridge the gap between investors and infrastructure projects, facilitating more inclusive and diversified participation in the market. This solution is poised to transform how infrastructure is financed in South Africa, making it more accessible, scalable, and sustainable.

In addition to this work, EPPF has developed a groundbreaking fund manager portal that will streamline communication and improve turnaround times in assessing infrastructure opportunities. This portal is designed to enhance the effectiveness of pension funds and sellers of infrastructure options by making the process of identifying and evaluating the best opportunities more efficient. By improving access to critical information and accelerating decision-making, the portal empowers stakeholders to act swiftly and confidently in capturing prime opportunities in the market.

EPPF’s leadership in infrastructure development extends beyond our internal efforts. We are actively collaborating with consultants for the World Bank and National Treasury to further explore and refine the listed vehicle options. Our goal is to contribute to a unified approach that engages the entire ecosystem of stakeholders, including pension funds, government agencies, investors, and regulators, to create a sustainable and well-regulated framework for infrastructure investment.
